Vice Chair Sanpei called the meeting to order at 2:11 p.m.

MOTION:    Rep. Litvack moved to approve the minutes of the January 23, 2012 meeting. The motion passed unanimously with Rep. Menlove absent for the vote.

H.B. 248    Contract Cancellation Option on Purchase of Used Vehicle (Rep. J. Bird)

MOTION:    Rep. Bird moved to replace H. B. 248 with 1st Substitute H. B. 248. The motion passed with Rep. Grover and Rep. Peterson voting in opposition and Rep. Menlove absent for the vote.

Rep. Bird introduced the bill and explained the changes to the committee.

                Mr. Tony Schnurr, Larry H. Miller Automotive Group

MOTION:    Rep. Bird moved to pass 1st Substitute H. B. 248 out of committee with a favorable recommendation. The motion failed with Rep. Bird voting in favor.

H.B. 263    Unemployment Benefits for Military Spouse (Rep. L. Hemingway)

Rep. Hemingway, assisted by Bill Starks, Director, Unemployment Insurance Division, explained the bill to the committee.

Spoke for the bill:    Tom Bingham, Utah Manufacturers Association

MOTION:    Rep. Litvack moved to pass H. B. 263 out of committee with a favorable recommendation. The motion passed unanimously.

MOTION:    Rep. Grover moved to adjourn. The motion passed unanimously.
