Chair Bird called the meeting to order at 9:03 a.m.
MOTION: Rep. Sanpei moved to approve the minutes of the February 13, 2012 meeting. The motion passed unanimously with Rep. Grover, Rep. Litvack, and Rep. Menlove absent for the vote.
S.J.R. 1 Alzheimer's State Plan Joint Resolution (Sen. K. Morgan) (Rep. C. Moss)
Sen. Morgan introduced the bill.
MOTION: Rep. Peterson moved to pass out S.J.R. 1 with a favorable recommendation. The motion passed unanimously with Rep. Grover absent for the vote.
H.B. 132 Premarital Education and Counseling Amendments (Rep. D. Pitcher)
MOTION: Rep. Sanpei moved to delete in title and body H.B. 132 and replace it with 1st Sub. H.B. 132. The motion passed unanimously with Rep. Grover absent for the vote.
Rep. Pitcher introduced the bill assisted by Mr. Alan J. Hawkins. Ms. Esther Chelsea-McCarty, Office of Legislative Research and General Counsel, responded to a question from the committee on the Fiscal Note.
Mr. Jason Carroll, citizen, spoke in support of the bill.
Ms. Gayle Ruzicka, Utah Eagle Forum, spoke to the bill.
MOTION: Rep. Menlove moved to amend 1st Sub. H.B. 132 as follows:
1. Page 1, Lines 17 through 18 :

. increases the license fee for a couple who do not undergo premarital
education or

2. Page 4, Line 118 through Page 5, Line 119 :

(5) The fee for a marriage license if the couple has not completed

The motion to amend 1st Sub. H.B. 132 passed unanimously with Rep. Grover and Rep. Litvack absent for the vote.
MOTION: Rep. Menlove moved to pass out 1st Sub. H.B. 132 as amended with a favorable recommendation. The motion passed with Rep.Wheatley voting no and with Rep. Grover and Rep. Litvack absent for the vote.
H.B. 196 Abusive Workplace Policies Act (Rep. S. Sandstrom)
H.B. 196 was not heard.
MOTION: Rep. Menlove moved to adjourn. Chair Bird adjourned the meeting at 9:55 a.m. The motion passed unanimously.
