Vice Chair Sanpei called the meeting to order at 8:38 a.m.
MOTION: Rep. Peterson moved to approve the minutes of the February 27, 2012 meeting. The motion passed unanimously. Rep. Grover, Rep. Litvack, and Rep. Menlove were absent for the vote.
H.B. 59 Alcoholic Beverage Control Act - Liquor Revenues for Public Education (Rep. J. Bird)
Rep. Bird introduced the bill.
Ms. Tracy Gruber, Voices for Utah Children, spoke against the bill.
MOTION: Rep. Wheatley moved to pass the bill out with a favorable recommendation. The motion failed with Rep. Bird, Rep. Litvack, and Rep. Wheatley voting in favor of the motion. Rep. Menlove was absent for the vote.
Vice Chair Sanpei relinquished the chair to Chair Bird.
H.B. 478 Economic Development Through Sports Promotion (Rep. B. Dee)
Rep. Peterson introduced the bill on behalf of Rep. Dee, sponsor of the bill. Mr. Jeff Robbins, Utah Sports Commission, assisted in the presentation with a handout titled, "The State of Utah Sport."
MOTION: Rep. Grover moved to pass the bill out with a favorable recommendation. The motion passed with Rep. Bird voting in opposition. Rep. Menlove was absent for the vote.
H.B. 441 Charter School Enrollment Amendments (Rep. D. McCay)
Rep. McCay introduced the bill, assisted by Ms. Catherine Findlay, American Preparatory Academy. The following students testified on behalf of the Academy:

MOTION: Rep. Peterson moved to amend the bill as follows:
1. Page 1, Lines 12 through 14 :
12 . allows a charter school

14 families; and
2. Page 3, Lines 59 through 60 :
59 (6) A charter school

60 refugee families } may give an enrollment preference to children of refugee families.
The motion passed unanimously. Rep. Litvack and Rep. Menlove were absent for the vote.
MOTION: Rep. Peterson moved to pass the bill out with a favorable recommendation. The motion passed unanimously with Rep. Litvack and Rep. Menlove absent for the vote.
MOTION: Rep. Sanpei moved to reconsider H.B. 59. The motion passed with Rep. Peterson voting in opposition. Rep. Litvack and Rep. Menlove were absent for the vote.
MOTION: Rep. Wheatley moved to pass H.B. 59 out with a favorable recommendation. The motion passed with Rep. Grover and Rep. Peterson voting in opposition. Rep. Litvack and Rep. Menlove were absent for the vote.
MOTION: Rep. Wheatley moved to adjourn. The motion passed unanimously. Chair Bird adjourned the meeting at 9:10 a.m.
