Chair Valentine called the meeting to order at 4:20 p.m.

Approval of Minutes

MOTION:    
Sen. Davis moved to approve minutes of the January 25, 2012 meeting.     The motion passed unanimously with Sens. Bramble and Mayne absent for the vote..

S.B. 42    Limitation on Action to Recover Deficiency Following Short Sale (Sen. W. Niederhauser)

Sen. Niederhauser introduced and explained the bill.

Spoke for the bill:     Amanda Mendhall, Realtor, Utah Association of Relators

Spoke to the bill:     Howard Headlee, President, Utah Bankers Association

MOTION:    Sen. Hinkins moved to transmit S.B. 42 with a favorable recommendation.

The motion passed unanimously with Sens. Bramble and Mayne absent for the vote.

H.B. 27    General Building Contractor Amendments (J. Dunnigan)

Rep. Dunnigan introduced and explained the bill.

MOTION:    Sen. Davis moved to transmit H.B. 27 with a favorable recommendation.


        The motion passed unanimously.

MOTION: Sen. Davis moved that H.B. 27 be placed on the Consent Calendar.

        The motion passed unanimously with Sen. Bramble absent for the vote.

H.B. 43    Barber, Cosmetologist, Esthetician, Electrologist, and Nail Technician Act
        Amendments (Rep. J. Dunnigan)

Rep. Dunnigan introduced and explained the bill and answered questions from the committee.

Chair Valentine stated that the committee would proceed to the next item on the agenda and that this bill would be considered at the next committee meeting.

H.B 45     State Fire Code Amendments (J. Dunnigan)

Rep. Dunnigan introduced and explained the bill.

MOTION:    Sen. Weiler moved to amend the bill as follows:

1.    Page 4, Line 94 :    

             94      brush-covered,
  or       forest-covered      {   , or other designated   } areas is prohibited except in approved areas


2.    Page 7, Lines 191 through 194 :    

             191      antifreeze solution by volume with which the system is filled,
{   the date the antifreeze was

             192      replaced, if applicable,  
}
the name of the contractor that tested
{   or replaced   } the antifreeze solution,

             193      the contractor's license number,
{   a statement indicating if the entire system was drained and

             194      replaced with antifreeze,

MOTION: Sen. Davis moved that S.B. 45 as amended be placed on the Consent Calendar. The         motion passed unanimously with Sen. Bramble absent for the vote.

MOTION:    Sen. Hinkins moved to adjourn.

Chair Valentine adjourned the meeting at 4:50 p.m.
