Chair Valentine called the meeting to order at 8:36 a.m.

Approval of Minutes

MOTION:    
Sen. Weiler moved to approve minutes of the February 14, 2012, meeting.     The motion passed unanimously with Sens. Bramble and Urquhart absent for the vote.

S.B. 94    Electric Power Facilities Amendments (Sen. C. Bramble)

Sen. Bramble introduced the bill.

Mark Buchi , Genera l Counsel, Intermountain Power Agency further addressed the bill.

Jim Hewlett, General Manager, Intermountain Power Agency further explained the bill and answered questions from the committee.

Spoke for the bill:     Roger Tew, Utah League of Cities and Towns
            Ted Rampton, Government Affairs, Utah Municipal Power Association

Spoke to the bill:    Todd Bingham, President, Utah Mining Association
            Mike Dmitrich, former Senator, Carbon County

MOTION: Sen. Van Tassell moved to transmit S.B. 94 with a favorable recommendation. The motion passed with Sen. Uquhart voting in opposition.

Sen. Bramble assumed the committee chair.

S.B. 99    Employment Amendments (Sen. M. Madsen)


Sen. Madsen introduced and explained the bill.

Spoke for the bill:     Kelly Atkinson, Executive Director Utah Insurance Association

             Marianne Christensen, Utah Eagle Forum

Spoke against the bill: Russ Wall, Mayor, Taylorsville
         Judi Hillman, Executive Director, Utah Health Policy Project

Due to the lack of a quorum, no further action was taken on the bill.

S.B. 258    Underage Drinking Prevention Campaign (Sen. L. Hillyard)

Sen. Hillyard introduced and explained the bill assisted by Art Brown, Mothers Against Drunk Driving.

Spoke for the bill:    Arlaine Austin. Family Life Commissioner, Utah PTA
            Wade A. Farraway, Assistant Attorney General

Acting Committee Chair Bramble announced that due to lack of a quorum, S.B. 99 and S.B. 258 will be voted on in the next meeting and adjourned the meeting at 9:56.
