Chair Osmond called the meeting to order at 2:15 pm.

MOTION:     Sen. Morgan moved to approve the minutes of the January 23, 2012 meeting. The motion passed unanimously.

S.B. 117    Publication of Education Fund Revenue Reductions (Sen. B. McAdams)


Sen. McAdams introduced and explained the bill.

Spoke to the bill:    Larry Shumway, State Superintendent of Public Instruction

Spoke for the bill:     Tyler Slack, Trust Lands Appointee, Utah Parent Teacher Association
            Lisa Kirchenheiter, Citizen

MOTION:    Sen. Morgan moved to pass the bill out favorably. The motion failed, with Sen. Hillyard, Sen. Stevenson, and Sen. Thatcher voting in opposition, and Sen. Niederhauser and Sen. Stephenson absent for the vote.

S.J.R. 9    Joint Rules Resolution - Utah College of Applied Technology Appropriations Subcommittee (Sen. S. Reid)

Sen. Reid introduced and explained the resolution.

MOTION:    Sen. Niederhauser moved to go on to the next item on the agenda. The motion passed unanimously.



Sen. Stephenson assumed the chair.

S.B. 97    Grants for Online Testing (Sen. A. Osmond)


Sen. Osmond introduced and explained the bill.

Spoke for the bill:         Larry Shumway, State Superintendent of Public Instruction

Spoke against the bill:    Dalane England, Citizen

MOTION:    Sen. Stevenson moved to pass the bill out favorably. The motion passed unanimously with Sen. Hillyard, Sen. Morgan, and Sen. Niederhauser absent for the vote.

MOTION:
    Sen. Thatcher moved to adjourn. The motion passed unanimously with Sen. Hillyard, Sen. Morgan, and Sen. Niederhauser absent for the vote..

Sen. Stephenson adjourned the meeting at 4:11 pm.
