Chair Osmond called the meeting to order at 7:45 am.
Approval of Minutes
MOTION: Sen. Thatcher moved to approve the minutes of the February 22, 2012 meeting. The motion passed unanimously with Sen. Hillyard, Sen. Niederhauser, Sen. Stephenson and Sen. Stevenson absent for the vote.
S.B. 82 Equal Access for Education Employee Association Amendments (M. Madsen)
Sen. Madsen. introduced and explained the bill.

S.B. 263 Education Requirements for Nursing Licensure Amendments (G. Davis)
Sen. Davis introduced and explained the bill.
MOTION: Sen. Thatcher moved to amend the bill as follows:
1. Page 2, Lines 46 through 47 :
46 (2) An approved education program under Subsection (1), may offer its
didactic
courses using
47 classroom, clinical, or online methods.
The motion passed unanimously with Sen. Hillyard absent for the vote.

S.B. 67 Teacher Effectiveness and Outcomes Based Compensation (J. S. Adams)
Sen. Adams introduced and explained the bill.
MOTION: Sen. Thatcher moved to replace S.B. 67 with 1st Sub. S.B. 67. The motion passed unanimously with Sen. Hillyard absent for the vote.

SUBSTITUTE MOTION: Sen. Thatcher moved to refer the substitute bill back to the Rules Committee for interim study. The motion was withdrawn.
The original motion passed with Sen. Morgan, Sen. Osmond, and Sen. Thatcher voting in opposition.
MOTION: Sen. Morgan moved to adjourn. The motion passed unanimously.
Chair Osmond adjourned the meeting at 10:02 am.
