Sen. Christensen called the meeting to order at 2:28 PM.

MOTION:    Sen. Jones moved to approve the minutes of February 6, 2012. The motion passed unanimously with Sen. Robles absent for the vote.

S.J.R. 12    Utah Mitochondrial Disease Awareness Week Joint Resolution (Sen. M. Madsen)

Sen. Madsen introduced and explained the bill.

MOTION:    Sen. Madsen moved to amend S.J.R. 12 as follows:

1.    Page 1, Lines 10 through 11 :    

             10          This joint resolution of the Legislature designates September
{   3   }        16       through September      {   9   }        22       ,

             11      2012, as Mitochondrial Disease Awareness Week.

2.    Page 1, Lines 13 through 16 :    

             13          This resolution:
             14          .    designates September
{   3   }        16       through September      {   9   }        22       , 2012, as Mitochondrial Disease

             15      Awareness Week in the state of Utah and urges the citizens of Utah to observe the
             16      week with appropriate activities and programs.

3.    Page 2, Lines 42 through 45 :    

             42          NOW, THEREFORE, BE IT RESOLVED that the Legislature of the state of Utah
             43      designates September
{   3   }        16       through September      {   9   }        22       , 2012, as

Mitochondrial Disease Awareness


             44      Week in the state of Utah and urges the citizens of Utah to observe the week with appropriate
             45      activities and programs.
        
        The motion passed unanimously with Sen. Robles absent for the vote.

MOTION:    Sen. Madsen moved to pass S.J.R. 12 out favorably. The motion passed unanimously with Sen. Robles absent for the vote.

H.B. 55    Health Care Associated Infections (Rep. J. Draxler)
    
Rep. Draxler introduced and explained the bill.

Spoke for the bill:    Dave Gessell, Vice President, Utah Hospitals Association
            Jason Cook, Medicaid Policy Research Director, Utah Health Policy Project
            Robyn Archer, President, Utah Ambulatory Surgery Center Association
            Dr. Robert Rolfs, Deputy Director, Utah Department of Health

MOTION:    Sen. Jones moved to pass H.B. 55 out favorably.

        Sen. Jones declared a conflict of interest, stating that she serves on the St. Mark's Hospital Board and the Intermountain Healthcare Foundation Board.

        The motion passed unanimously.

S.B. 101    Acupuncture Licensing Act Amendments (Sen. D. Hinkins)

Sen. Hinkins introduced and explained the bill.

Spoke for the bill:    Kris Justesen, Chair, Utah Association for Acupuncture and Oriental Medicine
Spoke to the bill:    Casey Hill, Vice President, Utah Medical Association

MOTION:    Sen. Madsen moved to pass S.B. 101 out favorably. The motion passed unanimously.

S.B. 47    Alzheimer's Disease and Related Dementias Act (Sen. K. Morgan)


MOTION:    Sen. Robles moved to replace S.B. 47 with 2nd Sub. S.B. 47. The motion passed unanimously.

Sen. Morgan introduced and explained the bill.



Spoke for the bill:    Nels Holmgren, Director, Division of Aging and Adult Services, Department of Human Services

MOTION:    Sen. Jones moved to pass 2nd Sub. S.B. 47 out favorably.

SUBSTITUTE MOTION:    Sen. Robles moved to amend the bill to make the advisory committee a two-year rather than a four-year committee.

Sen. Robles withdrew her substitute motion.

Sen. Jones withdrew her motion.

MOTION:    Sen. Jones moved to go to the next item on the agenda. The motion passed with Sen. Madsen voting in opposition.

H.B. 85    Forensic Phlebotomy (Rep. V. Peterson)

Rep. Peterson introduced and explained the bill.

Spoke for the bill:    Chief Layne Pace, Battalion Chief, Orem Fire Department

MOTION:    Sen. Robles moved to pass H.B. 85 out favorably. The motion passed with Sen. Christensen voting in opposition.

MOTION:     Sen. Jones moved to adjourn. The motion passed unanimously.
