Chair Van Tassell called the meeting to order at 4:00 p.m.

Approval of Minutes

MOTION:    
Sen. Adams moved to approve minutes of the January 31, 2012 meeting.     The motion passed unanimously with Sens. Jenkins and Mayne absent for the vote.

S.B. 50    Motor Vehicle Impoundment Amendments (Sen. M. Waddoups)

MOTION:
Sen. Adams moved to adopt the following amendments:

1.    Page 1, Line 22 :    

             22          This bill
{   provides an immediate effective date   }        takes effect on July 1, 2012       .


2.    Page 3, Lines 82 through 86 :    

             82          Section 2. Effective date.
             83          
{   If approved by two-thirds of all the members elected to each house, this bill takes effect

             84      upon approval by the governor, or the day following the constitutional time limit of Utah
             85      Constitution Article VII, Section 8, without the governor's signature, or in the case of a veto,
             86      the date of veto override.  
}
  This bill takes effect on July 1, 2012.      


The motion passed unanimously with Sens. Jenkins and Mayne absent for the vote.



President Waddoups introduced and explained the bill.

MOTION: Sen. Knudson moved to transmit S.B. 50 with a favorable recommendation. The         motion passed unanimously with Sen. Mayne absent for the vote.

S.B. 148    Transportation Maintenance Facilities (Sen. J. S. Adams)

Sen. Adams introduced and explained the bill.

MOTION: Sen. Jenkins moved to transmit S.B. 148 with a favorable recommendation. The         motion passed unanimously.

MOTION: Sen. Jenkins moved that S.B. 148 be placed on the Consent Calendar.     
1st Sub. S.B. 113    License Plates Amendments (L. Robles)

MOTION:
    Sen. Mayne moved to adopt the following amendments:

1.    Page 1, Lines 21 through 22 :    

             21          .    provides that a violation of the requirement to attach a license plate to the front of a
             22      vehicle is
{   a class C misdemeanor   }        an infraction       ; and


2.    Page 3, Line 59 :    

             59          (5) A violation of
{   this section is a class C misdemeanor   }        the requirement under Subsection (1) to attach a license plate to the front of a vehicle is an infraction       .

        
The motion passed unanimously with Sens. Adams and Knudson absent for the vote.

Sen. Robles introduced and explained the bill.
