Chair Reid called the meeting to order at 2:15 p.m.
        
Approval of Minutes    

MOTION: Sen. Osmond moved to approve the minutes of the January 26, 2012 meeting. The             motion passed unanimously with Sen. Morgan absent for the vote.

H.B. 22    Centralized New Hire Registry Act Amendments (Rep. J. Peterson)

Rep. Peterson introduced and explained the bill.

Spoke for the bill:    Bill Starks, Director, Unemployment Insurance Division, Utah                 Department of Workforce Services

MOTION:    
Sen. Osmond moved to send H.B. 22 out with a favorable recommendation.
            
The motion passed unanimously with Sen. Morgan absent for the vote.

H.B. 249 1st Sub: Single Family Zoning Designation (D. Sanpei)

Rep. Sanpei introduced and explained the bill.

Spoke for the bill:    Jodi Hoffman, Lobyist, Utah League of Cities and Towns
                Mike Ostermiller, Lobyist, Utah Association of Realtors

MOTION:    
Sen. Jones moved to sent H.B. 249 out with a favorable recommendation. The             motion passed unanimously.




S.B. 130    Workers' Compensation Coordination of Benefits Amendments (Sen. K. Mayne)

Sen. Mayne introduced and explained the bill. Richard Burke, Attorney, Utah Association for Justice further explained the bill and answered questions from the committee.

MOTION:     Sen. Osmund moved to amend S.B. 130 as follows:

1.    Page 2, Lines 51 through 53 :    

             51          (a) the employee has
{   filed   }        reported       a workers' compensation claim; and

             52          (b) (i) the particular workers' compensation claim has not been paid within
{   120   }        46       days

             53      after the employee
{   filed   }        reported       the claim with the employer's workers' compensation carrier; or


President Waddoups suggested modifications to the ammendment as follows:

1.    Page 2, Lines 51 through 53 :    

             51          (a) the employee has
{   filed   }        reported       a workers' compensation claim        to the employer       ; and

             52          (b) (i) the particular workers' compensation claim has not been paid within
{   120   }        46       days

             53      after the employee
{   filed   }        reported       the claim      {   with the employer's workers' compensation carrier   }        to the employer       ; or


Sen. Osmond accepted the modifications to his motion to amend.

The motion passed unanimously.

Sen. Reid relinquished the committee chair to Sen. Osmond.                 


MOTION:    Sen. Stevenson moved to hold S.B. 130.


The motion passed unanimously with President Waddoups and Chair Reid absent for the vote.

Sen. Mayne requested further study and reporting as part of an interim study.

M OTION:     Sen. Jones moved to adjourn. The motion passed unanimously with President Waddoups and Chair Reid absent for the vote.     Sen. Osmond adjourned the meeting at 3:25 p.m.
