Senator David P. Hinkins proposes the following amendments:
1. Page 13, Lines 372 through 382 :
372 Section 20. Section 4-31-113 , which is renumbered from Section 4-31-14 is
373 renumbered and amended to read:

(a) living in nature; and
(b) under the jurisdiction of the Division of Wildlife Resources.

(2) The department may not make a rule under Subsection (1)(a) that relates to protected wildlife that is:
(a) living in nature; and
