             8      General Description:
             9          This bill modifies the Highway Jurisdiction and Classification Act by amending
             10      provisions relating to state park access highways.
             11      Highlighted Provisions:
             12          This bill:
             13          .    adds, deletes, and modifies state park access highways; and
             14          .    makes technical changes.

             28      Be it enacted by the Legislature of the state of Utah:
             29          Section 1. Section 72-3-202 is amended to read:


             30           72-3-202. State park access highways -- Anasazi State Park Museum to Edge of
             31      the Cedars State Park Museum.
             32          State park access highways include:
             33          (1) ANASAZI [INDIAN VILLAGE] STATE PARK MUSEUM. Access to the
             34      Anasazi [Indian Village] State Park Museum is at the park entrance located in Garfield County
             35      at milepoint 87.8 on State Highway 12. No access road is defined.
             36          (2) BEAR LAKE STATE PARK (Marina). Access to the Bear Lake Marina is at the
             37      pay gate located in Rich County at milepoint 413.2 on State Highway 89. No access road is
             38      defined.
             39          (3) BEAR LAKE STATE PARK (East Shore). Access to the Bear Lake East Shore
             40      begins in Rich County at State Highway 30 and proceeds northerly on a county road (L326) a
             41      distance of 9.2 miles, to the camping area of the park and is under the jurisdiction of Rich
             42      County.
             43          (4) BEAR LAKE STATE PARK (Rendezvous Beach). Access to the Bear Lake
             44      Rendezvous Beach is at the park entrance in Rich County at milepoint 124.5 on State Highway
             45      30. No access road is defined.
             46          (5) CAMP FLOYD/STAGECOACH INN STATE PARK MUSEUM. Access to the
             47      Camp Floyd/Stagecoach Inn State Park Museum is at the parking area in Utah County at
             48      milepoint 20.6 on State Highway 73. No access road is defined.
             49          (6) CORAL PINK SAND DUNES STATE PARK. Access to the Coral Pink Sand
             50      Dunes State Park begins in Kane County at State Highway 89 and proceeds southwesterly on a
             51      county road a distance of 12.0 miles to the visitor center of the park and is under the
             52      jurisdiction of Kane County.
             53          (7) DANGER CAVE. Access to Danger cave is in Tooele County. No access road is
             54      defined.
             55          [(7)] (8) DEAD HORSE POINT STATE PARK. Access to Dead Horse Point State
             56      Park begins in Grand County at State Highway 191 and proceeds southwesterly on State
             57      Highway 313 a distance of 20.8 miles to the camping area at the park and is under the


             58      jurisdiction of UDOT.
             59          [(8)] (9) DEER CREEK STATE PARK. Access to Deer Creek State Park begins in
             60      Wasatch County at State Highway 189 and proceeds southwesterly on State Highway 314 a
             61      distance of 0.2 miles to the boat ramp at the park and is under the jurisdiction of UDOT.
             62          [(9)] (10) EAST CANYON STATE PARK. Access to East Canyon State Park begins
             63      in Morgan County at State Highway 66 and proceeds southeasterly on State Highway 306 a
             64      distance of 0.1 miles to the parking area at the park and is under the jurisdiction of UDOT.
             65          [(10)] (11) EDGE OF THE CEDARS STATE PARK MUSEUM. Access to Edge of
             66      the Cedars State Park Museum begins in Blanding at U.S. Highway 191 and proceeds west on
             67      Center Street to 600 West then north on 600 West to the parking area and museum at 660 West
             68      400 North. The access road is under jurisdiction of Blanding.
             69          Section 2. Section 72-3-203 is amended to read:
             70           72-3-203. State park access highways -- Escalante Petrified Forest State Park to
             71      Huntington State Park.
             72          State park access highways include:
             73          (1) ESCALANTE PETRIFIED FOREST STATE PARK. Access to Escalante
             74      Petrified Forest State Park begins in Garfield County at State Highway 12 and proceeds
             75      northwesterly on a county road a distance of 1 mile to the park's visitor center and is under the
             76      jurisdiction of Garfield County.
             77          [(2) FORT BUENAVENTURA STATE PARK. Access to Fort Buenaventura State
             78      Park is at the visitor center/contact station in Weber County at 2450 A Avenue in Ogden. No
             79      access road is defined.]
             80          (2) FLIGHT PARK STATE RECREATION AREA. Access to Flight Park State
             81      Recreation Area begins in Utah County at East Frontage Road and proceeds northeasterly on
             82      Air Park Road, a distance of 0.5 miles to the park entrance and is under the jurisdiction of Utah
             83      County.
             84          (3) FREMONT INDIAN STATE PARK MUSEUM. Access to the Fremont Indian
             85      State Park Museum begins in Sevier County at the Sevier Junction on Highway 89 and


             86      proceeds westerly on county road 2524 to interchange 17 on Interstate 70, a distance of 5.9
             87      miles and is under the jurisdiction of Sevier County.
             88          (4) GOBLIN VALLEY STATE PARK (East Access). The East Access to the Goblin
             89      Valley State Park begins in Emery County at the junction of State Highway 24 and county road
             90      1012 and proceeds westerly on county road 1012, a distance of 5.2 miles; then southerly on
             91      county road 1013, a distance of 6.0 miles; then southerly on county road 1014, a distance of 0.4
             92      miles to the park entrance. The East Access is under the jurisdiction of Emery County.
             93          (5) GOBLIN VALLEY STATE PARK (North Access). The North Access to the
             94      Goblin Valley State Park begins in Emery County at the junction of Interstate 70 and county
             95      road 332 and proceeds southwesterly on county road 332, a distance of 10 miles; then southerly
             96      on county road 1033, a distance of 3.1 miles; then southeasterly on county road 1012, a
             97      distance of 10.6 miles; then southerly on county road 1013, a distance of 6.0 miles; then
             98      southerly on county road 1014, a distance of 0.4 miles to the park entrance. The North Access
             99      is under the jurisdiction of Emery County.
             100          (6) GOOSENECKS STATE PARK. Access to Goosenecks State Park begins in San
             101      Juan County at State Highway 261 and proceeds southwesterly on State Highway 316 a
             102      distance of 3.6 miles to the parking area and overlook at the park and is under the jurisdiction
             103      of UDOT.
             104          (7) ANTELOPE ISLAND STATE PARK. Access to Antelope Island State Park
             105      begins in Davis County at State Highway 127 and proceeds southwesterly on a county road a
             106      distance of 7.2 miles to the parking area and marina at the park and is under the jurisdiction of
             107      Davis County.
             108          (8) GREAT SALT LAKE STATE PARK MARINA. Access to the Great Salt Lake
             109      State Park Marina begins in Salt Lake County at Interstate Highway 80 and proceeds
             110      southwesterly on a county road a distance of 1.5 miles to the parking area and marina at the
             111      park and is under the jurisdiction of Salt Lake County.
             112          (9) GREEN RIVER STATE PARK. Access to Green River State Park begins in
             113      Emery County at the junction of Route 19 and Green River Boulevard and proceeds southerly


             114      on Green River Boulevard, a distance of 0.5 miles to the park entrance and is under the
             115      jurisdiction of Green River.
             116          (10) GUNLOCK STATE PARK. Access to the Gunlock State Park begins in
             117      Washington County at the junction of county road (L009) and a county road and proceeds
             118      northwesterly on a county road a distance of 0.1 miles to the parking area at the park and is
             119      under the jurisdiction of Washington County.
             120          (11) HUNTINGTON STATE PARK. Access to the Huntington State Park begins in
             121      Emery County at State Highway 10 and proceeds northwesterly on a county road a distance of
             122      0.3 miles to the park entrance and is under the jurisdiction of Emery County.
             123          Section 3. Section 72-3-204 is amended to read:
             124           72-3-204. State park access highways -- Hyrum State Park to Painted Rocks.
             125          State park access highways include:
             126          (1) HYRUM STATE PARK. Access to Hyrum State Park is at the pay gate in Cache
             127      County at 405 West 300 South in Hyrum and proceeds northerly on 400 West to State Highway
             128      101. No access road is defined.
             129          (2) [IRON MISSION STATE PARK.] FRONTIER HOMESTEAD STATE PARK
             130      MUSEUM. Access to [Iron Mission State Park] Frontier Homestead State Park Museum is at
             131      the parking area and museum in Iron County at milepoint 3.3 on State Highway 130 at 585
             132      North Main St. in Cedar City. No access road is defined.
             133          (3) [IRON MISSION] FRONTIER HOMESTEAD STATE PARK (OLD IRON
             134      TOWN HISTORIC SITE). Access to Old Iron Town begins at the junction of a county road
             135      and State Highway 56, 19.0 miles west of Cedar City, and proceeds southwesterly 2.7 miles to
             136      the parking lot for Old Iron Town and is under the jurisdiction of Iron County.
             137          (4) JORDAN RIVER OFF-HIGHWAY VEHICLE STATE PARK. [Access to Jordan
             138      River State Park is at the park entrance in Salt Lake County at milepoint 61.3 on State Highway
             139      68 at 1084 North Redwood Road in Salt Lake City. No access road is defined.] Access to
             140      Jordan River Off-highway Vehicle State Park begins in Salt Lake County at 2100 North and
             141      proceeds northerly on Rose Park Lane, a distance of 1.25 miles to the park entrance and is

             143          (5) JORDANELLE STATE PARK (HAILSTONE MARINA). Access to the
             144      Jordanelle State Park Hailstone Marina begins in Wasatch County at State Highway 40 and
             145      proceeds southeasterly on State Highway 319 a distance of 1.4 miles to the marina parking area
             146      at the park and is under the jurisdiction of UDOT.
             147          (6) JORDANELLE STATE PARK (ROCK CLIFF NATURE CENTER). Access to
             148      the Jordanelle State Park Rock Cliff Nature Center begins in Wasatch County at State Highway
             149      32 and proceeds northwesterly on a county road a distance of 0.6 miles to the parking area at
             150      the park and is under the jurisdiction of the county.
             151          (7) JORDANELLE STATE PARK ([ROCK] ROSS CREEK). Access to Jordanelle
             152      State Park [Rock] Ross Creek begins in Wasatch County at State Highway 189 and proceeds
             153      southerly on a county road a distance of 0.1 miles to the parking area at the park and is under
             154      the jurisdiction of the county.
             155          (8) KODACHROME BASIN STATE PARK. Access to the Kodachrome Basin State
             156      Park begins in Kane County at State Highway 12 and proceeds southeasterly on a county road
             157      10.1 miles to the parking area at Kodachrome Lodge and is under the jurisdiction of Kane
             158      County.
             159          [(9) LOST CREEK STATE PARK. Access to the Lost Creek State Park begins in
             160      Morgan County at Interstate Highway 84 and proceeds northeasterly on a county road a
             161      distance of 12.8 miles to the parking/boat launch area at the park and is under the jurisdiction
             162      of Morgan County.]

             168      Beaver County at State Highway 21 and proceeds northwesterly on State Highway 310 a
             169      distance of 0.3 miles to the visitor center/contact station at the park and is under the jurisdiction

             172      Park begins in San Juan County at State Highway 191 and proceeds southwesterly on State
             173      Highway 211 a distance of 12.4 miles to the parking area at the park and is under the

             175          [(13)] (10) OTTER CREEK STATE PARK. Access to the Otter Creek State Park is at
             176      the pay gate/contact station in Piute County at milepoint 6.4 on State Highway 22. No access

             178          [(14)] (11) PAINTED ROCKS (YUBA EAST SHORE). Access to the Painted Rocks
             179      Yuba East Shore begins in Sanpete County at State Highway 28 and proceeds westerly on a
             180      county road a distance of 2.0 miles to the parking/boat launch area at the park and is under the
             181      jurisdiction of Sanpete County.
             182          Section 4. Section 72-3-205 is amended to read:
             183           72-3-205. State park access highways -- Palisade State Park to Starvation State
             184      Park.
             185          State park access highways include:
             186          (1) PALISADE STATE PARK. Access to the Palisade State Park begins in Sanpete
             187      County at State Highway 89 and proceeds northeasterly on a county road a distance of 2.2
             188      miles to the golf club/contact station at the park and is under the jurisdiction of Sanpete
             189      County.
             190          [(2) PIONEER TRAILS STATE PARK. Access to Pioneer Trails State Park is at the
             191      park entrance in Salt Lake County at 2601 East Sunnyside Avenue in Salt Lake City. No
             192      access road is defined.]
             193          [(3)] (2) PIUTE STATE PARK. Access to the Piute State Park begins in Piute County
             194      at State Highway 89 and proceeds southeasterly on a county road a distance of 1.0 miles to the

             200          (4) QUAIL CREEK STATE PARK (South Access). The South Access to the Quail
             201      Creek State Park begins in Washington County at State Highway 9 and proceeds northerly on
             202      State Highway 318, a distance of 2.2 miles to the pay gate/contact station at the park [and].

             204          (5) RED FLEET STATE PARK. Access to the Red Fleet State Park begins in Uintah
             205      County at State Highway 191 and proceeds easterly on a county road a distance of 2.0 miles to

             207          (6) ROCKPORT STATE PARK. Access to the Rockport State Park begins in Summit
             208      County at State Highway 32 and proceeds northwesterly on State Highway 302 a distance of
             209      0.2 miles to the pay gate at the park and is under the jurisdiction of UDOT.
             210          (7) SAND HOLLOW STATE PARK (North Access). The North Access to the Sand
             211      Hollow State Park begins in Hurricane City at State Highway 9 and proceeds southerly on Sand
             212      Hollow Road, a distance of 3.9 miles to Sand Hollow Parkway. The North Access is under the
             213      jurisdiction of Hurricane City.
             214          (8) SAND HOLLOW STATE PARK (East Access). The East Access to the Sand
             215      Hollow State Park begins in Hurricane City at 1100 West and proceeds west on 3000 South, a
             216      distance of 1.7 miles; then proceeds southwesterly on Sand Hollow Road, a distance of 5.3
             217      miles to Sand Hollow Parkway. The East Access is under the jurisdiction of Hurricane City.

             238          (2) TERRITORIAL STATEHOUSE STATE PARK. Access to the Territorial
             239      Statehouse State Park is at the parking area in Millard County at milepoint 1.0 on State
