             9      General Description:
             10          This bill requires the State Board of Education to offer training to parents regarding
             11      health education, including human sexuality, for their children.
             12      Highlighted Provisions:
             13          This bill:
             14          .    requires the State Board of Education to develop and offer training to parents with
             15      information on health education and human sexuality; and
             16          .    requires the State Board of Education to:
             17              .    develop a training curriculum, including materials parents may use to educate
             18      their children; and
             19              .    report on the program to the Education Interim Committee.
             20      Money Appropriated in this Bill:

             28      Be it enacted by the Legislature of the state of Utah:
             29          Section 1. Section 53A-15-1301 is enacted to read:

Part 13. Parent Education

             31          53A-15-1301. Parent education -- Health education and human sexuality.
             32          (1) (a) "Board" means the State Board of Education.
             33          (b) "Parent health education training program" means the training program described in
             34      Subsection (2) developed by the board.
             35          (2) The board shall develop a parent health education training program for parents of
             36      minors, including training curricula and instructional materials, to instruct parents how to
             37      educate their children on health education, including instruction on human sexuality.
             38          (3) The curricula and instructional materials for the parent health education training
             39      program shall:
             40          (a) include information on health education and human sexuality; and
             41          (b) be consistent with the instructional requirements of Section 53A-13-101 .
             42          (4) The parent health education training program shall:
             43          (a) be offered at no cost to parents; and
             44          (b) be available to parents online.
             45          (5) The board shall provide to parents at no cost, home instructional materials that:
             46          (a) will assist a parent in teaching the parent's child health education at home, including
             47      human sexuality; and
             48          (b) will be:
             49          (i) accessible by a parent online; or
             50          (ii) provided to a parent, upon request, by a school district.
             51          (6) (a) A school district shall have copies of the home instructional materials described
             52      in Subsection (5) available at the school district's office for a parent of a public school student
             53      to pick up, upon request.
             54          (b) At least twice each school year, a school district or charter school shall provide
             55      notice to parents within the school district or charter school that the home instructional
             56      materials described in Subsection (5) are available to parents online and, upon request, at the
             57      school district office.
             58          (c) A school district shall:


             59          (i) track the number of copies of the home instructional materials distributed to parents
             60      each school year; and
             61          (ii) report the number of copies to the board as required by board rule.
             62          (7) The board shall report to the Legislature's Education Interim Committee, by the
             63      November 2013 meeting, on the progress of the development of the parent health education
             64      training program.
             65          (8) The board shall report to the Legislature's Education Interim Committee by the
             66      November 2014 meeting on:
             67          (a) the progress of the implementation of the parent health education training program;
             68          (b) the number of parents accessing online the home instructional materials described
             69      in Subsection (5); and
             70          (c) the number of copies of home instructional materials described in Subsection (5)
             71      provided to parents by school districts.
