             8      LONG TITLE
             9      General Description:
             10          This bill creates the Transportation Planning and Funding Task Force.
             11      Highlighted Provisions:
             12          This bill:
             13          .    creates the Transportation Planning and Funding Task Force;
             14          .    provides for the appointment of chairs;
             15          .    requires the task force to follow interim committee rules;
             16          .    addresses salaries and expenses;
             17          .    addresses staffing;
             18          .    requires the task force to study transportation planning, operations, maintenance,
             19      and funding needs; and
             20          .    requires the task force to report to an interim committee.
             21      Money Appropriated in this Bill:
             22          This bill appropriates in fiscal year 2013-14:
             23          .    to the Senate, as a one-time appropriation:
             24              .    from the General Fund, $16,000 to pay for the Transportation Planning and
             25      Funding Task Force; and
             26          .    to the House of Representatives, as a one-time appropriation:
             27              .    from the General Fund, $20,000 to pay for the Transportation Planning and


             28      Funding Task Force.
             29      Other Special Clauses:
             30          This bill is repealed on November 30, 2013.

             34      Be it enacted by the Legislature of the state of Utah:
             35          Section 1. Transportation Planning and Funding Task Force.
             36          (1) There is created the Transportation Planning and Funding Task Force consisting of
             37      the following nine members:
             38          (a) four members of the Senate appointed by the president of the Senate, no more than
             39      three of whom may be from the same political party; and
             40          (b) five members of the House of Representatives appointed by the speaker of the
             41      House of Representatives, no more than four of whom may be from the same political party.
             42          (2) (a) The president of the Senate shall designate a member of the Senate appointed
             43      under Subsection (1)(a) as a cochair of the task force.
             44          (b) The speaker of the House of Representatives shall designate a member of the House
             45      of Representatives appointed under Subsection (1)(b) as a cochair of the task force.
             46          (3) In conducting its business, the task force shall comply with the rules of legislative
             47      interim committees.
             48          (4) The task force shall meet at least six times.
             49          (5) Salaries and expenses of the members of the task force shall be paid in accordance
             50      with Section 36-2-2 and Legislative Joint Rules, Title 5, Chapter 3, Expense and Mileage
             51      Reimbursement for Authorized Legislative Meetings, Special Sessions, and Veto Override
             52      Sessions.
             53          (6) The Office of Legislative Research and General Counsel shall provide staff support
             54      to the task force.
             55          Section 2. Duties -- Interim report.
             56          (1) The task force shall study issues related to transportation planning, operations,
             57      maintenance, and funding, including:
             58          (a) the short-term and long-term transportation needs within the state;


             59          (b) the current and historic revenues available to address the transportation needs
             60      within the state;
             61          (c) the projected growth of the revenues available to address the transportation needs
             62      within the state;
             63          (d) alternative transportation revenue mechanisms available or currently in use around
             64      the country;
             65          (e) the role of alternative modes available to meet transportation needs;
             66          (f) the projected operations and maintenance needs of transportation and transit within
             67      the state; and
             68          (g) the status of state and local highways, roads, and transportation needs throughout
             69      the state.
             70          (2) The task force shall make recommendations regarding funding and planning for
             71      short-term and long-term transportation, transit, operations, and maintenance programs.
             72          (3) Before November 30, 2013, the task force shall report its findings and
             73      recommendations to the Transportation Interim Committee.
             74          Section 3. Appropriation.
             75          Under the terms and conditions of Title 63J, Chapter 1, Budgetary Procedures Act, for
             76      the fiscal year beginning July 1, 2013, and ending June 30, 2014, the following sums of money
             77      are appropriated from resources not otherwise appropriated, or reduced from amounts
             78      previously appropriated, out of the funds or accounts indicated. These sums of money are in
             79      addition to any amounts previously appropriated for fiscal year 2014.
