8 General Description:
9 This bill creates the Water Pollution Task Force.
10 Highlighted Provisions:
11 This bill:
12 . creates the Water Pollution Task Force;
13 . provides for legislative and nonlegislative membership;
14 . establishes task force duties; and
15 . requires the task force to report to an interim committee.
16 Money Appropriated in this Bill:
17 This bill appropriates in fiscal year 2013-14:
18 . To the Senate, as a one-time appropriation:
19 . from the General Fund, $5,000 to pay for the Water Pollution Task Force; and
20 . To the House of Representatives, as a one-time appropriation:
21 . from the General Fund, $8,000 to pay for the Water Pollution Task Force.
22 Other Special Clauses:
23 This bill is repealed on November 30, 2013.

27 Be it enacted by the Legislature of the state of Utah:
28 Section 1. Water Pollution Task Force -- Creation -- Membership -- Quorum --
29 Compensation -- Staff.
30 (1) There is created the Water Pollution Task Force consisting of the following 18
31 members:
32 (a) three members of the Senate appointed by the president of the Senate, no more than
33 two of whom may be from the same political party;
34 (b) five members of the House of Representatives appointed by the speaker of the
35 House of Representatives, no more than three of whom may be from the same political party;
36 (c) the lieutenant governor or the lieutenant governor's designee;
37 (d) the commissioner of the Department of Agriculture and Food or the commissioner's
38 designee;
39 (e) the executive director of the Department of Environmental Quality or the executive
40 director's designee;
41 (f) an aquatic biologist, appointed by the governor; and
42 (g) one member representing each of the following, appointed by the governor:
43 (i) municipal government;
44 (ii) county government;
45 (iii) publicly owned treatment works;
46 (iv) water conservancy districts;
47 (v) agricultural interests; and
48 (vi) environmental interests.
49 (2) (a) The president of the Senate shall designate a member of the Senate appointed
50 under Subsection (1)(a) as a cochair of the task force.
51 (b) The speaker of the House of Representatives shall designate a member of the House
52 of Representatives appointed under Subsection (1)(b) as a cochair of the task force.
53 (3) A majority of the members of the task force constitute a quorum. The action of a
54 majority of a quorum constitutes the action of the task force.
55 (4) (a) Salaries and expenses for the members of the task force who are legislators shall
56 be paid in accordance with Section 36-2-2 and Legislative Joint Rules, Title 5, Chapter 3,
57 Expense and Mileage Reimbursement for Authorized Legislative Meetings, Special Sessions,
58 and Veto Override Sessions.
59 (b) A member of the task force who is not a legislator may not receive compensation
60 for the member's work associated with the task force, but may receive per diem and
61 reimbursement for travel expenses incurred as a member of the task force at the rates
62 established by the Division of Finance under Sections 63A-3-106 and 63A-3-107 .
63 (5) The Office of Legislative Research and General Counsel shall provide staff support
64 to the task force.
65 Section 2. Duties -- Interim report.
66 (1) The task force shall review and make recommendations on ways to reduce
67 pollution caused by excessive nutrients in Utah lakes, rivers, streams, and reservoirs,
68 emphasizing mechanisms to help the agriculture industry and other nonpoint sources to reduce
69 nutrient pollution.
70 (2) The task force shall present a final report, including any proposed legislation, to the
71 Natural Resources, Agriculture, and Environment Interim Committee before November 30,
72 2013.
73 Section 3. Appropriation.
74 Under the terms and conditions of Title 63J, Chapter 1, Budgetary Procedures Act, for
75 the fiscal year beginning July 1, 2013, and ending June 30, 2014, the following sums of money
76 are appropriated from resources not otherwise appropriated, or reduced from amounts
77 previously appropriated, out of the funds or accounts indicated. These sums of money are in
78 addition to any amounts previously appropriated for fiscal year 2014.
