7 LONG TITLE
8 General Description:
9 This bill establishes a pilot program to develop students' behaviors and skills that
10 enhance learning and are vital to success in a career.
11 Highlighted Provisions:
12 This bill:
13 . requires the State Board of Education to administer a grant program for the purpose
14 of developing students' behaviors and skills that enhance a school's learning
15 environment and are vital to success in a career;
16 . allows an elementary school to participate in the pilot program in accordance with
17 rules of the State Board of Education that:
18 . require a school to provide matching funds and to participate in the pilot
19 program for two years; and
20 . give preference to a Title I school or a school in need of academic improvement;
21 . requires a participating school to report to the State Board of Education;
22 . requires the State Board of Education to report to the Education Interim Committee;
23 and
24 . provides a repeal date.
25 Money Appropriated in this Bill:
26 This bill appropriates, a one-time appropriation, $250,000 from the General Fund for
27 fiscal year 2013-14 to the State Board of Education.
28 Other Special Clauses:
29 This bill provides an effective date.

37 Be it enacted by the Legislature of the state of Utah:
38 Section 1. Section 53A-17a-169 is enacted to read:
39 53A-17a-169. Student Leadership Skills Development Pilot Program.
40 (1) For purposes of this section:
41 (a) "Board" means the State Board of Education.
42 (b) "Pilot program" means the Student Leadership Skills Development Pilot Program
43 created in Subsection (2).
44 (2) There is created the Student Leadership Skills Development Pilot Program to
45 develop student behaviors and skills that enhance a school's learning environment and are vital
46 for success in a career, including:
47 (a) communication skills;
48 (b) teamwork skills;
49 (c) interpersonal skills;
50 (d) initiative and self-motivation;
51 (e) goal setting skills;
52 (f) problem solving skills; and
53 (g) creativity.
54 (3) (a) The board shall administer the program and award grants to elementary schools
55 that apply for a grant on a competitive basis.
56 (b) A grant awarded to a school under Subsection (3)(a) shall be up to $10,000 per
57 school.
58 (4) An elementary school may participate in the pilot program established under this
59 section in accordance with rules of the State Board of Education.
60 (5) In selecting elementary schools to participate in the pilot program, the board shall:
61 (a) require a school to provide matching funds in an amount equal to the grant the
62 school receives from the board;
63 (b) require a school to participate in the pilot program for two years; and
64 (c) give preference to Title I schools or schools in need of academic improvement.
65 (6) A school that receives a grant described in Subsection (2) shall provide the
66 following to the board after the first school year of implementation of the program:
67 (a) evidence that the grant money was used for the purpose of purchasing or developing
68 the school's own student leadership skills development program; and
69 (b) a report on the effectiveness and impact of the school's student leadership skills
70 development program on student behavior and academic results.
71 (7) (a) The board shall make a report on the pilot program to the Education Interim
72 Committee by the committee's October 2015 meeting.
73 (b) The report shall include an evaluation of the pilot program's success in enhancing a
74 school's learning environment and improving academic achievement.
75 Section 2. Section 63I-2-253 is amended to read:
76 63I-2-253. Repeal dates -- Titles 53, 53A, and 53B.
77 (1) Section 53A-1-402.7 is repealed July 1, 2014.
78 (2) Section 53A-1-403.5 is repealed July 1, 2017.
79 (3) Section 53A-1-411 is repealed July 1, 2016.
80 (4) Section 53A-1-412 is repealed July 1, 2013.
81 (5) Section 53A-1-709 is repealed July 1, 2015.
82 (6) Section 53A-1a-513.5 is repealed July 1, 2017.
83 (7) Title 53A, Chapter 1a, Part 10, UPSTART, is repealed July 1, 2014.
84 (8) Title 53A, Chapter 8a, Part 8, Peer Assistance and Review Pilot Program, is
85 repealed July 1, 2017.
86 (9) Subsection 53A-13-110 (4) is repealed July 1, 2013.

88 (10) Section 53A-17a-169 is repealed July 1, 2016.
89 Section 3. Appropriation.
90 Under the terms and conditions of Title 63J, Chapter 1, Budgetary Procedures Act, the
91 following sums of money are appropriated from resources not otherwise appropriated, or
92 reduced from amounts previously appropriated, out of the funds or accounts indicated for the
93 fiscal year beginning July 1, 2013, and ending June 30, 2014. These are additions to amounts
94 previously appropriated for fiscal year 2014.

99 The Legislature intends that the appropriation under this section is to be used to carry

102 (1) Except as provided in Subsection (2), this bill takes effect on May 14, 2013.
103 (2) Uncodified Section 3, Appropriation, takes effect on July 1, 2013.
