             8      LONG TITLE
             9      General Description:
             10          This concurrent resolution of the Legislature and the Governor recognizes the efforts of
             11      the Huntsman Cancer Institute in confronting and curing cancer in children and adults
             12      and urges the Huntsman Cancer Institute to commence planning of a Children's and
             13      Families' Cancer Research Facility and report findings to the Legislature by December
             14      31, 2013.
             15      Highlighted Provisions:
             16          This resolution:
             17          .    recognizes the efforts of the Huntsman Cancer Institute in confronting and curing
             18      cancer in children and adults;
             19          .    recognizes the institute's economic and technological importance to the state;
             20          .    recognizes the need for expansion of the institute;
             21          .    urges the Huntsman Cancer Institute to present the results of the institute's
             22      Children's and Families' Cancer Research Facility planning to the Legislature by
             23      December 31, 2013; and
             24          .    urges that the planning results presented to the Legislature include the finalization
             25      of private funding commitments available to support the research expansion at the
             26      Huntsman Cancer Institute, the financial benefits to the state in partnering in this
             27      plan for a major cancer research expansion, and the programming and design plans
             28      for the research expansion.
             29      Special Clauses:


             30          None
             31     
             32      Be it resolved by the Legislature of the state of Utah, the Governor concurring therein:
             33          WHEREAS, cancer is the leading cause of death among children in the United States
             34      and is the second leading cause of death for all adults;
             35          WHEREAS, the Huntsman Cancer Institute is a globally recognized leader in
             36      genetically-based cancer research and treatment;
             37          WHEREAS, the state of Utah supports efforts to eradicate this disease;
             38          WHEREAS, the state of Utah recognizes that the Huntsman Cancer Institute is a source
             39      of major technologic and economic activity in the state of Utah;
             40          WHEREAS, the Huntsman Cancer Institute at the University of Utah is owned by the
             41      state of Utah and includes more than 2,000 employees across its research and clinical missions
             42      in Utah;
             43          WHEREAS, the Huntsman Cancer Institute effectively leverages state support, and
             44      researchers secure an average of $70,000,000 in annual cancer research funding to support
             45      cancer investigations;
             46          WHEREAS, the Huntsman Cancer Institute's Children's and Families' Cancer Research
             47      Facility expansion is estimated to cost $100,000,000, of which $80,000,000 in funding shall be
             48      provided by private sources;
             49          WHEREAS, the Huntsman Cancer Institute critically needs a research expansion
             50      estimated to provide 220,000 square feet of new research space;
             51          WHEREAS, the building will be wholly owned by the state of Utah;
             52          WHEREAS, this expansion will add a projected 300 new employees with an average
             53      annual salary and benefits compensation of $70,000; and
             54          WHEREAS, the Huntsman Cancer Institute plays a major role in training scientists and
             55      medical professionals:
             56          NOW, THEREFORE, BE IT RESOLVED that the Legislature of the state of Utah, the
             57      Governor concurring therein, recognizes the efforts of the Huntsman Cancer Institute in


             58      confronting cancer and curing the disease in children and adults.
             59          BE IT FURTHER RESOLVED that the Legislature and the Governor recognize the
             60      institute's technologic and economic importance to the state.
             61          BE IT FURTHER RESOLVED that the Legislature and the Governor recognize the
             62      need for expansion of the Huntsman Cancer Institute.
             63          BE IT FURTHER RESOLVED that the Legislature and the Governor urge the
             64      Huntsman Cancer Institute to commence the planning of a Children's and Families' Cancer
             65      Research Facility.
             66          BE IT FURTHER RESOLVED that the Legislature and the Governor urge the
             67      Huntsman Cancer Institute to present the results of the institute's Children's and Families'
             68      Cancer Research Facility planning to the Legislature by December 31, 2013.
             69          BE IT FURTHER RESOLVED that the Legislature and the Governor urge that the
             70      planning results presented to the Legislature include the finalization of private funding

             72      financial benefits to the state in partnering in this plan for a major cancer research expansion,

             74          BE IT FURTHER RESOLVED that a copy of this resolution be sent to the Huntsman
             75      Cancer Institute and the University of Utah.
