             7      LONG TITLE
             8      General Description:
             9          This bill creates the Government Continuity Legislative Task Force.
             10      Highlighted Provisions:
             11          This bill:
             12          .    creates the Government Continuity Legislative Task Force;
             13          .    describes the membership and duties of the task force; and
             14          .    provides for staffing of the task force and compensation for members of the task
             15      force.
             16      Money Appropriated in this Bill:
             17          This bill appropriates in fiscal year 2014:
             18          .    to the Legislature - Senate as a one-time appropriation, from the General Fund,
             19      one-time, H. [ $6,930 ] $6,900 .H ; and
             20          .    to the Legislature - House of Representatives as a one-time appropriation, from the
             21      General Fund, one-time, H. [ $9,240 ] $9,200 .H .
             22      Other Special Clauses:
             23          This bill is repealed on December 31, 2014.

             27      Be it enacted by the Legislature of the state of Utah:


             28          Section 1. Government Continuity Legislative Task Force -- Creation --
             29      Membership -- Quorum -- Staff -- Compensation.
             30          (1) There is created the Government Continuity Legislative Task Force, consisting of
             31      the following seven members:
             32          (a) three members of the Senate, appointed by the president of the Senate, no more
             33      than two of whom may be members of the same political party; and
             34          (b) four members of the House, appointed by the speaker of the House, no more than
             35      three of whom may be members of the same political party.
             36          (2) (a) The president of the Senate shall designate one member appointed under
             37      Subsection (1)(a) as cochair of the task force.
             38          (b) The speaker of the House shall designate one member appointed under Subsection
             39      (1)(b) as cochair of the task force.
             40          (3) (a) A majority of the members appointed to the task force constitutes a quorum.
             41          (b) Action by a majority of a quorum constitutes the action of the task force.
             42          (c) The task force shall meet six times, unless additional meetings are approved by the
             43      Legislative Management Committee.
             44          (d) The Office of Legislative Research and General Counsel shall provide staff support
             45      to the task force.
             46          (4) Salary and expenses of a member of the task force shall be paid in accordance with
             47      Sections 36-2-2 and 36-2-3 .
             48          Section 2. Duties of the Government Continuity Legislative Task Force.
             49          (1) The task force shall study potential impacts on Utah and preparation and responses
             50      that may be made by the state in the event of a disruption in the functioning of the federal
             51      government, including the ability of the federal government to:
             52          (a) govern and protect its citizens;
             53          (b) provide a reliable currency; or
             54          (c) ensure the safe and effective distribution of food, energy, and other resources.
             55          (2) State and local officials and agencies shall cooperate with the task force by
             56      providing information and advice, upon request of the task force, to assist the task force to
             57      accomplish the study and make the report described in this section.
             58          (3) The task force shall:


             59          (a) at a minimum, obtain information and advice from:
             60          (i) the Office of the Attorney General;
             61          (ii) the Department of Public Safety, created in Section 53-1-103 ;
             62          (iii) the adjutant general;
             63          (iv) the Department of Agriculture and Food, created in Section 4-2-1 ; and
             64          (v) the Office of Energy Development, created in Section 63M-4-401 ; and
             65          (b) at or before November 30, 2014, present a report on the task force's findings and
             66      recommendations to the Government Operations Interim Committee.
             67          Section 3. Appropriation.
             68          Under the terms and conditions of Title 63J, Chapter1, Budgetary Procedures Act, for
             69      the fiscal year beginning July 1, H. [ 2014 ] 2013 .H , and ending June 30, H. [ 2015 ] 2014 .H ,
             69a      the following sums of money
             70      are appropriated from resources not otherwise appropriated, or reduced from amounts
             71      previously appropriated, out of the funds or accounts indicated. These sums of money are in
             72      addition to any amounts previously appropriated for fiscal year H. [ 2015 ] 2014 .H .
