             7      LONG TITLE
             8      General Description:
             9          This bill modifies Title 36, Legislature, and Title 63I, Oversight, by providing for the
             10      appointment of legislative members to participate in multistate discussions involving
             11      agreements to label genetically modified food.
             12      Highlighted Provisions:
             13          This bill:
             14          .    defines the term "genetically modified food";
             15          .    provides for the appointment of legislators to discuss creating a multistate
             16      agreement to label genetically modified food;
             17          .    specifies the goals of an agreement;
             18          .    provides for a report on an agreement to label genetically modified food; and
             19          .    provides a repeal date.
             20      Money Appropriated in this Bill:
             21          This bill appropriates:
             22          .    to the Legislature for fiscal year 2014-2015 only:
             23              .    from the General Fund, $15,000.
             24      Other Special Clauses:
             25          This bill provides an immediate effective date.

             32      Be it enacted by the Legislature of the state of Utah:
             33          Section 1. Section 36-12-21 is enacted to read:
             34          36-12-21. Development of proposed genetically modified food labeling agreement
             35      -- Membership selection -- Agreements -- Goals -- Meetings -- Reports.
             36          (1) As used in this section, "genetically modified food" means food that is produced
             37      from an organism that has had its genetic material modified in a way that does not occur
             38      naturally.
             39          (2) The speaker of the House shall appoint two members and the president of the
             40      Senate shall appoint one member to study and work with legislative members of other states for
             41      the purpose of developing a multistate genetically modified food labeling agreement.
             42          (3) The proposed multistate agreement shall have the following goals:
             43          (a) to encourage domestic food production in the United States; and
             44          (b) to ensure that consumers have accurate and essential information as they choose
             45      food products for purchase.
             46          (4) Appointed members shall:
             47          (a) produce a report with recommendations regarding a multistate genetically modified
             48      food labeling agreement; and
             49          (b) present the report to the Natural Resources, Agriculture, and Environment Interim
             50      Committee on or before November 30, 2015.
             51          (5) Salaries and expenses of the appointed members may be paid in accordance with
             52      Section 36-2-2 and Legislative Joint Rules, Title 5, Chapter 3, Legislative Compensation.
             53          (6) The Office of Legislative Research and General Counsel shall provide staff
             54      assistance to the appointed members as requested.
             55          Section 2. Section 63I-1-236 is amended to read:
             56           63I-1-236. Repeal dates, Title 36.
             57          (1) Section 36-12-20 is repealed June 30, 2018.
             58          (2) Section 36-12-21 is repealed June 30, 2016.


             59          [(2)] (3) Sections 36-26-101 through 36-26-104 are repealed December 31, 2017.
             60          Section 3. Appropriation.
             61          Under the terms and conditions of Title 63J, Chapter 1, Budgetary Procedures Act, for
             62      the fiscal year beginning July 2, 2014 and ending June 30, 2015, the following sums of money
             63      are appropriated from resources not otherwise appropriated out of funds or accounts indicated.
             64      These are additions to amounts previously appropriated for fiscal year 2015.

             74          If approved by two-thirds of all the members elected to each house, this bill takes effect
             75      upon approval by the governor, or the day following the constitutional time limit of Utah
             76      Constitution, Article VII, Section 8, without the governor's signature, or in the case of a veto,
             77      the date of veto override.
