7 LONG TITLE
8 General Description:
9 This bill amends Title 36, Legislature, by modifying requirements for passage of
10 legislation.
11 Highlighted Provisions:
12 This bill:
13 . adds a statutory requirement that prevents the Legislature from passing a bill, joint
14 resolution, or concurrent resolution during the annual general session unless the
15 legislation:
16 . is reviewed by a standing committee in each house of the Legislature; and
17 . receives a favorable recommendation from each of those standing committees;
18 and
19 . provides exceptions to the requirement.

22 Other Special Clauses:
23 This bill provides an immediate effective date.

28 Be it enacted by the Legislature of the state of Utah:
29 Section 1. Section 36-10-2 is enacted to read:
30 36-10-2. Requirements for passage of legislation -- Committee hearings.
31 (1) As used in this section, "standing committee" shall be defined according to
32 legislative rule.
33 (2) The Legislature may not pass a bill, joint resolution, or concurrent resolution during
34 the annual general session unless it has been reviewed by, and received a favorable
35 recommendation from, a standing committee in each house of the Legislature.
36 (3) The requirements of Subsection (2) do not apply to:
37 (a) a resolution regarding legislative rules or legislative personnel;
38 (b) legislation that has been approved by an interim committee;
39 (c) the revisor's statute; or
40 (d) if the legislation was reviewed and approved by the Executive Appropriations
41 Committee, legislation that:
42 (i) exclusively appropriates money;
43 (ii) amends Utah Code Title 53A, Chapter 17A, Minimum School Program Act;
44 (iii) amends Utah Code Title 67, Chapter 22, State Officer Compensation; or
45 (iv) authorizes the issuance of general obligation or revenue bonds.
46 Section 2. Effective date.
47 If approved by two-thirds of all the members elected to each house, this bill takes effect
48 upon approval by the governor, or the day following the constitutional time limit of Utah
49 Constitution, Article VII, Section 8, without the governor's signature, or in the case of a veto,
50 the date of veto override.
