             8      General Description:
             9          This bill provides for child sexual abuse prevention training and instruction in
             10      elementary schools.
             11      Highlighted Provisions:
             12          This bill:
             13          .    adopts certain recommendations of Illinois's Erin's Law Task Force;
             14          .    requires a school district or charter school to provide training and instruction on
             15      child sexual abuse prevention and awareness to:
             16              .    elementary school personnel;
             17              .    the parents or guardians of elementary school students; and
             18              .    elementary students; and
             19          .    requires the State Board of Education to adopt model materials for the training and
             20      instruction on child sexual abuse prevention and awareness.

             29      Be it enacted by the Legislature of the state of Utah:
             30          Section 1. Section 53A-13-112 is enacted to read:
             31          53A-13-112. Child sexual abuse prevention.
             32          (1) As used in this section, "school personnel" is as defined in Section 53A-11-605 .
             33          (2) Beginning with the 2015-16 school year, a school district or charter school shall
             34      provide child sexual abuse prevention training and instruction to:
             35          (a) elementary school personnel on:
             36          (i) responding to a disclosure of child sexual abuse in a supportive, appropriate
             37      manner; and
             38          (ii) the mandatory reporting requirements described in Sections 53A-6-502 and
             39      62A-4a-403 ;
             40          (b) parents or guardians of elementary school students on:
             41          (i) recognizing warning signs of a child who is being sexually abused; and
             42          (ii) effective, age-appropriate methods for discussing the topic of child sexual abuse
             43      with a child; and
             44          (c) elementary school students on recognizing and reporting conduct that constitutes
             45      child sexual abuse.
             46          (3) On or before January 1, 2015, the State Board of Education shall develop or adopt
             47      age-appropriate model materials for the training and instruction described in Subsection (2).
             48          (4) A school district or charter school may:
             49          (a) develop or adopt its own age-appropriate materials for the training and instruction
             50      described in Subsection (2); or
             51          (b) use the materials adopted by the State Board of Education under Subsection (3).
             52          (5) A school district or charter school may partner with a nonprofit organization to
             53      provide the training and instruction described in Subsection (2).
             54          (6) (a) The State Board of Education shall report to the Legislature's Education Interim
             55      Committee on the progress of the provisions of this section by the committee's November 2015
             56      meeting.
             57          (b) A school district or charter school shall provide to the State Board of Education
             58      information that is necessary for the board's report to the Legislature's Education Interim


             59      Committee as required in Subsection (6)(a).
