9 General Description:
10 This bill modifies provisions related to career and technical education program funding.
11 Highlighted Provisions:
12 This bill:
13 . defines terms;
14 . allows certain charter schools to:
15 . qualify as offering an approved career and technical education program; and
16 . be counted toward the funding calculation for career and technical education
17 programs;
18 . requires that certain charter schools that receive funding for career and technical
19 education programs use the funding only to support the career and technical
20 education programs; and
21 . makes technical changes.

30 Be it enacted by the Legislature of the state of Utah:
31 Section 1. Section 53A-17a-113 is amended to read:
32 53A-17a-113. Weighted pupil units for career and technical education programs
33 -- Funding of approved programs -- Performance measures -- Qualifying criteria.
34 (1) As used in this section:
35 (a) "Approved program" includes a career and technical education program offered at
36 an eligible charter school.
37 (b) "Board" means the State Board of Education.
38 (c) "Eligible charter school" means an authorized charter school:
39 (i) with a mission statement that specifically states that:
40 (A) the charter school's focus is to be an early college high school; and
41 (B) the charter school's students shall graduate with a high school diploma and a
42 license, certificate, or other evidence of completion of career and technical education training;
43 (ii) that describes in the charter school's charter application the charter school's career
44 and technical education program; and
45 (iii) that contracts with a Utah College of Applied Technology college campus for all
46 career and technical education instruction offered through the charter school, either at:
47 (A) the charter school; or
48 (B) the Utah College of Applied Technology college campus.
49 (d) "Local education agency" or "LEA" means:
50 (i) a school district; or
51 (ii) a charter school.

54 (i) shall be calculated in accordance with Subsection (3);

94 career and technical education agriculture program according to standards established by the

96 (e) The board shall, by rule, establish qualifying criteria for [
97 weighted pupil units under this Subsection [

99 after the allocations made under Subsections [
100 average daily membership in approved programs for the previous year.
101 (ii) For an eligible charter school seeking funding for the eligible charter school's first
102 year as an eligible charter school, the board shall allocate the remaining money described in
103 Subsection (6)(a)(i) to the eligible charter school based on the eligible charter school's actual
104 fall enrollment S. [

106 the previous year shall have the growth factor applied to the previous year's weighted pupil
107 units when calculating the allocation of money under this Subsection (4).

109 board rules, $1,000,000 in grants shall be awarded to [

129 (d) counseling services; or
130 (e) tracking, coaching, or mentoring services that assist students in developing
131 competency to seek and realize occupational opportunities.
