8 General Description:
9 This bill directs the State Board of Regents to conduct a study and develop a plan for
10 providing veterans centers or veterans services at each state institution of higher
11 education.
12 Highlighted Provisions:
13 This bill:
14 . requires the State Board of Regents to:
15 . study the feasibility of providing a veterans center or veterans services at each
16 state institution of higher education;
17 . develop a plan for implementing the study of centers or services;
18 . prepare a report of the study and plan with recommendations for implementation
19 that include funding requirements; and
20 . present the report to the Legislature.

29 Be it enacted by the Legislature of the state of Utah:
30 Section 1. Section 53B-1-103 is amended to read:
31 53B-1-103. Establishment of State Board of Regents -- Powers and authority.
32 (1) There is established a State Board of Regents.
33 (2) (a) Except as provided in Subsection (2)(b), the board is vested with the control,
34 management, and supervision of the institutions of higher education designated in Section
35 53B-1-102 in a manner consistent with the policy and purpose of this title and the specific
36 powers and responsibilities granted to it.
37 (b) The board may only exercise powers relating to the Utah College of Applied
38 Technology and its college campuses that are specifically provided in this title.
39 (c) The board shall coordinate and support articulation agreements between the Utah
40 College of Applied Technology and other institutions of higher education.
41 (d) The board shall prepare and submit an annual report detailing its progress and
42 recommendations on career and technical education issues to the governor and to the
43 Legislature's Education Interim Committee by October 31 of each year, which shall include
44 information detailing:
45 (i) how the career and technical education needs of secondary students are being met
46 by institutions of higher education other than the Utah College of Applied Technology,
47 including what access secondary students have to programs offered by Salt Lake Community
48 College's School of Applied Technology, Snow College, and Utah State University Eastern;
49 (ii) how the emphasis on high demand, high wage, and high skill jobs in business and
50 industry is being provided;
51 (iii) performance outcomes, including:
52 (A) entered employment;
53 (B) job retention; and
54 (C) earnings; and
55 (iv) student tuition and fees.
56 (e) Except for the Utah College of Applied Technology, the board may modify the
57 name of an institution under its control and management, as designated in Section 53B-1-102 ,
58 to reflect the role and general course of study of the institution.
59 (f) The board may not conduct a feasibility study or perform another act relating to
60 merging any of the following institutions with another institution of higher education:
61 (i) the Bridgerland Applied Technology College Campus;
62 (ii) the Ogden-Weber Applied Technology College Campus;
63 (iii) the Davis Applied Technology College Campus;
64 (iv) the Tooele Applied Technology College Campus;
65 (v) the Mountainland Applied Technology College Campus;
66 (vi) the Uintah Basin Applied Technology College Campus;
67 (vii) the Southwest Applied Technology College Campus; and
68 (viii) the Dixie Applied Technology College Campus.
69 (3) This section does not affect the power and authority vested in the State Board of
70 Education to apply for, accept, and manage federal appropriations for the establishment and
71 maintenance of career and technical education.
72 (4) The board shall conduct a study regarding the feasibility of providing a veterans'
73 walk-in center or services at each state institution of higher education. The study shall include:
74 (a) an implementation plan for providing a walk-in center or services at each institution
75 of higher education;
76 (b) criteria, based upon the size of the institution, to determine whether the institution
77 should be required to provide a walk-in center or services;
78 (c) responsibilities of the walk-in center or services;
79 (d) a notification process about the walk-in center or services to veterans upon their
80 application for admission;
81 (e) the possibility of staffing a veterans walk-in center or services with veterans,
82 including through work-study positions to be filled by veterans;
83 (f) annual reports from each walk-in center and services to the board which includes
84 summary information of veterans served; and
85 (g) funding requirements for a veterans walk-in center and services.
86 (5) Presentation of the study, including the implementation plan with funding and other
87 recommendations, shall be made to a legislative committee, commission, or task force upon
88 request no later than the October 2014 interim meeting.
