             8      Committee Note:
             9          The Executive Appropriations Committee recommended this bill.
             10      General Description:
             11          This bill supplements or reduces appropriations previously provided for the use and
             12      operation of state government for the fiscal year beginning July 1, 2013 and ending June 30, 2014.
             13      Highlighted Provisions:
             14          This bill:
             15          .    provides appropriations for the use and support of higher education and certain state
             16      agencies;
             17          .    provides appropriations for other purposes as described; and
             18          .    provides intent language.
             19      Money Appropriated in this Bill:
             20          This bill appropriates ($48,557,200) in operating and capital budgets for fiscal year 2014,
             21      including:
             22          .    ($99,825,900) from the General Fund;
             23          .    $50,001,000 from the Education Fund;
             24          .    $1,267,700 from various sources as detailed in this bill.
             25          This bill appropriates $114,200 in expendable funds and accounts for fiscal year 2014, all of
             26      which is from the General Fund.


             27          This bill appropriates $43,450,100 in business-like activities for fiscal year 2014.
             28          This bill appropriates $1,150,001 in restricted fund and account transfers for fiscal year 2014,
             29      all of which is from the General Fund.
             30          This bill appropriates $3,053,200 in transfers to unrestricted funds for fiscal year 2014.

             37          Section 1. FY 2014 Appropriations. The following sums of money are appropriated for the
             38      fiscal year beginning July 1, 2013 and ending June 30, 2014. These are additions to amounts
             39      previously appropriated for fiscal year 2014.
             40          Subsection 1(a). Operating and Capital Budgets. Under the terms and conditions of
             41      Utah Code Title 63J, the Legislature appropriates the following sums of money from the funds or
             42      fund accounts indicated for the use and support of the government of the State of Utah.

             254          The Legislature intends that Public Safety is allowed to
             255      increase its fleet by 2 vehicles due to the expansion of State
             256      Bureau of Investigation Agents funded during the 2013
             257      General Session and 2 vehicles for the Fire Marshal's office 1
             258      to tow training trailers and 1 for an additional deputy fire
             259      marshal. Funding for the vehicles will be provided from


             260      nonlapsing balances.
             261          The legislature intends that Public Safety be allowed to
             262      increase its fleet by the number of additional law enforcement
             263      officers approved and funded by the legislature in the current
             264      session.

             368      to the following: up to $95,000 for customer service and
             369      Department optimization projects, shared services, IT security
             370      auditing and prevention, internal auditing, website
             371      maintenance, and marketing; up to $60,000 for Child Welfare
             372      Parental Defense expenses.

             380      monitor compliance with State and Federal Regulations and
             381      implement measures to identify, prevent and reduce fraud,
             382      waste and abuse and monitor the quality and reliability of Utah
             383      Medicaid providers' service delivery and accuracy of billing.

             393      limited to the following: up to $500,000 for information
             394      technology projects, customer service, optimization efficiency
             395      projects, time limited FTE and Governor's Mansion
             396      maintenance; up to $500,000 for Energy Program operations.
             397          The Legislature intends that the Division of Facilities and
             398      Construction Management report monthly to the Natural
             399      Resources, Agriculture, and Environment Interim Committee
             400      and the Government Operations Interim Committee progress
             401      related to the development of the master plan for the State
             402      Fairpark and the surrounding area. The Legislature further
             403      intends that the Master Plan be completed by June 30th, 2014.

             424      for maintenance and operation of statewide systems and
             425      websites, studies, training, and information technology support

             427          The Legislature intends that the Division of Finance
             428      research the funds in Fund 8020, Finance Suspense Fund and
             429      determine which funds, if any, are unencumbered and which
             430      funds are legally obligated. The Legislature furthermore
             431      intends that upon this determination, the Division of Finance
             432      transfer the funds accordingly to lawful recipient entities.

             939          The Legislature intends that up to $180,000 be spent on
             940      livestock damage. $90,000 will be from the General Fund and

             944      Resources budget may be used for big game depredation
