             8      Committee Note:
             9          The Government Operations Interim Committee recommended this bill.
             10      General Description:
             11          This bill amends provisions of the Election Code relating to the deadlines to certify
             12      candidates for a primary election.
             13      Highlighted Provisions:
             14          This bill:
             15          .    provides that, for the 2014 calendar year only, the deadline for a registered political
             16      party to certify its candidates for a primary election is 5 p.m. on April 28, 2014;
             17          .    provides that, for the 2014 calendar year only, the deadline for the lieutenant
             18      governor to certify to the county clerks the candidates who will appear on the
             19      primary ballot is 5 p.m. on April 29, 2014; and
             20          .    provides that the provisions of this bill are repealed on January 1, 2015.

             23      Other Special Clauses:
             24          This bill provides an immediate effective date.

             28      ENACTS:
             29           20A-9-403.1 , Utah Code Annotated 1953

             31      Be it enacted by the Legislature of the state of Utah:
             32          Section 1. Section 20A-9-403.1 is enacted to read:
             33          20A-9-403.1. Certification of candidates for 2014 calendar year.
             34          (1) Notwithstanding Subsection 20A-9-403 (2)(b), for the 2014 calendar year only, as a
             35      condition for using the state's election system, each registered political party that wishes to
             36      participate in the primary election shall:
             37          (a) certify the name and office of all of the registered political party's candidates to the
             38      lieutenant governor no later than 5 p.m. on April 28, 2014, and indicate which of the
             39      candidates will be on the primary ballot; and
             40          (b) certify the name and office of each of its county candidates to the county clerks by
             41      5 p.m. on April 28, 2014, and indicate which of the candidates will be on the primary ballot.
             42          (2) Notwithstanding Subsection 20A-9-403 (2)(c), for the 2014 calendar year only, by 5
             43      p.m. on April 29, 2014, the lieutenant governor shall send the county clerks a certified list of
             44      the names of all statewide candidates, multicounty candidates, or single county candidates that
             45      shall be printed on the primary ballot and the order the candidates are to appear on the ballot in
             46      accordance with Section 20A-6-305 .
             47          Section 2. Section 63I-2-220 is amended to read:
             48           63I-2-220. Repeal dates, Title 20A.
             49          (1) Section 20A-3-704 is repealed January 1, 2016.
             50          (2) Section 20A-5-410 is repealed January 1, 2016.
             51          (3) (a) Subsection 20A-7-101 (1)(a)(i), the language that states "of the first class" and ";
             52      or" is repealed January 1, 2015.
             53          (b) Subsection 20A-7-101 (1)(a)(ii), the language that states "for a county not described
             54      in Subsection (1)(a)(i), a person designated as budget officer in Section 17-19-19 " is repealed
             55      January 1, 2015.
             56          (4) Section 20A-9-403.1 is repealed on January 1, 2015.
             57          Section 3. Effective date.
             58          If approved by two-thirds of all the members elected to each house, this bill takes effect


             59      upon approval by the governor, or the day following the constitutional time limit of Utah
             60      Constitution Article VII, Section 8, without the governor's signature, or in the case of a veto,
             61      the date of veto override.
