7 LONG TITLE
8 General Description:
9 This bill provides for funding for Advanced Placement test fees of low-income
10 students.
11 Highlighted Provisions:
12 This bill:
13 . allows the State Board of Education to allocate money appropriated for the
14 Enhancement for Accelerated Students Program for advanced placement test fees of
15 low-income students;
16 . appropriates money for the Enhancement for Accelerated Students Program; and
17 . provides intent language directing that money appropriated for the Enhancement for
18 Accelerated Students Program be used for advanced placement test fees of
19 low-income students.

21 This bill appropriates in fiscal year 2015:

31 Be it enacted by the Legislature of the state of Utah:
32 Section 1. Section 53A-17a-165 is amended to read:
33 53A-17a-165. Enhancement for Accelerated Students Program.
34 (1) The State Board of Education shall distribute money appropriated for the
35 Enhancement for Accelerated Students Program to school districts and charter schools
36 according to a formula adopted by the State Board of Education, after consultation with school
37 districts and charter schools.
38 (2) A distribution formula adopted under Subsection (1) may include an allocation of
39 money for:
40 (a) Advanced Placement courses;
41 (b) Advanced Placement test fees of low-income students;
42 [
43 of high ability students; and
44 [
45 (3) The greater of 1.5% or $100,000 of the appropriation for the Enhancement for
46 Accelerated Students Program may be allowed for International Baccalaureate programs.
47 (4) A school district or charter school shall use money distributed under this section to
48 enhance the academic growth of students whose academic achievement is accelerated.
49 (5) The State Board of Education shall develop performance criteria to measure the
50 effectiveness of the Enhancement for Accelerated Students Program and make an annual report
51 to the Public Education Appropriations Subcommittee on the effectiveness of the program.
52 Section 2. Appropriation.
53 Under the terms and conditions of Title 63J, Chapter 1, Budgetary Procedures Act, for
54 the fiscal year beginning July 1, 2014, and ending June 30, 2015, the following sums of money
55 are appropriated from resources not otherwise appropriated, or reduced from amounts
56 previously appropriated, out of the funds or accounts indicated. These sums of money are in
57 addition to any amounts previously appropriated for fiscal year 2015.
