7     LONG TITLE
8     General Description:
9          This bill provides that Utah National Guard funds are nonlapsing.
10     Highlighted Provisions:
11          This bill:
12          ▸     adds Utah National Guard funds to a list of nonlapsing funds.
13     Money Appropriated in this Bill:

15     Other Special Clauses:

17     Utah Code Sections Affected:

19          63J-1-602.2, as last amended by Laws of Utah 2013, Chapter 338

21     Be it enacted by the Legislature of the state of Utah:
22          Section 1. Section 63J-1-602.2 is amended to read:
23          63J-1-602.2. List of nonlapsing funds and accounts -- Title 31 through Title 45.
24          (1) Appropriations from the Technology Development Restricted Account created in
25     Section 31A-3-104.
26          (2) Appropriations from the Criminal Background Check Restricted Account created in
27     Section 31A-3-105.
28          (3) Appropriations from the Captive Insurance Restricted Account created in Section
29     31A-3-304, except to the extent that Section 31A-3-304 makes the money received under that

30     section free revenue.
31          (4) Appropriations from the Title Licensee Enforcement Restricted Account created in
32     Section 31A-23a-415.
33          (5) Appropriations from the Health Insurance Actuarial Review Restricted Account
34     created in Section 31A-30-115.
35          (6) Appropriations from the Insurance Fraud Investigation Restricted Account created
36     in Section 31A-31-108.
37          (7) Appropriations from the Underage Drinking Prevention Media and Education
38     Campaign Restricted Account created in Section 32B-2-306.
39          (8) The Youth Development Organization Restricted Account created in Section
40     35A-8-1903.
41          (9) The Youth Character Organization Restricted Account created in Section
42     35A-8-2003.
43          (10) Funding for a new program or agency that is designated as nonlapsing under
44     Section 36-24-101.
45          (11) Appropriations to the Utah National Guard, created in Title 39, Militia and
46     Armories.
47          [(11)] (12) Appropriations from the Oil and Gas Conservation Account created in
48     Section 40-6-14.5.
49          [(12)] (13) Appropriations from the Electronic Payment Fee Restricted Account
50     created by Section 41-1a-121 to the Motor Vehicle Division.
51          [(13)] (14) Funds available to the State Tax Commission under Section 41-1a-1201 for
52     the:
53          (a) purchase and distribution of license plates and decals; and
54          (b) administration and enforcement of motor vehicle registration requirements.
