11 General Description:
12 This bill amends the Intergenerational Poverty Mitigation Act.
13 Highlighted Provisions:
14 This bill:
15 ▸ amends the membership of the Utah Intergenerational Welfare Reform
16 Commission; and
17 ▸ amends the membership of the Intergenerational Poverty Advisory Committee.

27 Be it enacted by the Legislature of the state of Utah:
28 Section 1. Section 35A-9-301 is amended to read:
29 35A-9-301. Creation of the Utah Intergenerational Welfare Reform Commission.
30 There is created the Utah Intergenerational Welfare Reform Commission composed of
31 the following [seven] eight members:
32 (1) the lieutenant governor;
33 (2) the executive director of the Department of Workforce Services or the deputy
34 director if designated by the executive director;
35 (3) the executive director of the Department of Health or the deputy director if
36 designated by the executive director;
37 (4) the executive director of the Department of Human Services or the deputy director
38 if designated by the executive director;
39 (5) the state superintendent of public education or the deputy state superintendent if
40 designated by the superintendent;
41 (6) the state juvenile court administrator; [and]
42 (7) the director of the Division of Multicultural Affairs within the Department of
43 Heritage and Arts; and
44 [(7)] (8) the chair of the Intergenerational Poverty Advisory Committee created in
45 Section 35A-9-304.
46 Section 2. Section 35A-9-304 is amended to read:
47 35A-9-304. Intergenerational Poverty Advisory Committee -- Creation -- Duties.
48 (1) To assist the commission, there is created the Intergenerational Poverty Advisory
49 Committee.
50 (2) The advisory committee shall be composed of no more than [11] 12 members.
51 (3) Members of the advisory committee shall be appointed by the chair of the
52 commission, with the approval of the commission, and shall include at least one member from
53 each of the following groups:
54 (a) advocacy groups that focus on childhood poverty issues;
55 (b) advocacy groups that focus on education issues;
56 (c) academic experts in childhood poverty or education issues;
57 (d) faith-based organizations that address childhood poverty or education issues; [and]
58 (e) local government representatives that address childhood poverty or education
59 issues[.]; and
60 (f) representatives of minority communities where children are disproportionately
61 impacted by intergenerational poverty.
62 (4) Subject to Subsection (5), each member of the advisory committee shall be
63 appointed for a four-year term unless a member is appointed to complete an unexpired term.
64 (5) The commission chair may adjust the length of term at the time of appointment or
65 reappointment so that approximately half of the advisory committee is appointed every two
66 years.
67 (6) The commission chair may remove an advisory committee member:
68 (a) if the member is unable or unwilling to carry out the member's assigned
69 responsibilities; or
70 (b) for good cause.
71 (7) If a vacancy occurs in the advisory committee membership for any reason, a
72 replacement may be appointed for the unexpired term.
73 (8) The commission chair shall select a chair of the advisory committee on an annual
74 basis.
75 (9) A majority of the advisory committee constitutes a quorum of the advisory
76 committee at any meeting and the action of the majority of members present are the action of
77 the advisory committee.
78 (10) The advisory committee shall:
79 (a) meet at least twice a year at the request of the commission chair or the chair of the
80 advisory committee;
81 (b) make recommendations to the commission on how the commission and the state
82 can effectively address the needs of children affected by intergenerational poverty and achieve
83 the purposes and duties of the commission as described in Section 35A-9-303; and
84 (c) ensure that the advisory committee's recommendations to the commission are
85 supported by verifiable data.
86 (11) The Department of Workforce Services shall provide staff support to the advisory
87 committee.
