11     LONG TITLE
12     General Description:
13          This bill modifies provisions related to staffing the office of the state engineer.
14     Highlighted Provisions:
15          This bill:
16          ▸     clarifies that the state engineer may employ more than one deputy;
17          ▸     clarifies the application of Title 63A, Chapter 17, Utah State Personnel
18     Management Act; and
19          ▸     makes technical changes.
20     Money Appropriated in this Bill:
21          This bill appropriates in fiscal year 2023:
22          ▸     to the Department of Natural Resources - Water Rights as an ongoing appropriation:
23               •     from the General Fund, $530,000; and
24          ▸     to the Department of Natural Resources - Water Rights, as a one-time appropriation:
25               •     from the General Fund, $300,000.
26     Other Special Clauses:

30          73-2-4, as last amended by Laws of Utah 2007, Chapter 136

32     Be it enacted by the Legislature of the state of Utah:
33          Section 1. Section 73-2-4 is amended to read:
34          73-2-4. Deputies and assistants -- Employment and salaries -- Purchase of
35     equipment and supplies.
36          For the purpose of performing the duties of [his] the state engineer's office the state
37     engineer may:
38          (1) employ [a deputy and all] one or more deputies and necessary assistants;
39          (2) fix division employees' salaries in accordance with salary standards [adopted by the
40     Division of Finance] under Title 63A, Chapter 17, Utah State Personnel Management Act; and
41          (3) purchase [all] necessary equipment and supplies.
42          Section 2. Appropriation.
43          The following sums of money are appropriated for the fiscal year beginning July 1,
44     2022, and ending June 30, 2023. These are additions to amounts previously appropriated for
45     fiscal year 2023. Under the terms and conditions of Title 63J, Chapter 1, Budgetary Procedures
46     Act, the Legislature appropriates the following sums of money from the funds or accounts
47     indicated for the use and support of the government of the state of Utah.

58          The Legislature intends that the ongoing appropriations provided to the Division of
59     Water Rights line item for fiscal year 2023 be used to hire employees and that one-time
60     appropriations for fiscal year 2023 be used to purchase equipment.
