1 REAUTHORIZATION OF ADMINISTRATIVE RULES

7 LONG TITLE
8 General Description:
9 This bill provides legislative action regarding administrative rules.
10 Highlighted Provisions:
11 This bill:
12 ▸ reauthorizes all state agency administrative rules except for the rules specifically
13 listed in this bill.
14 Money Appropriated in this Bill:
15 None
16 Other Special Clauses:
17 This bill provides a special effective date.
18 Uncodified Material Affected:
19 ENACTS UNCODIFIED MATERIAL

21 Be it enacted by the Legislature of the state of Utah:
22 Section 1. Rules reauthorization.
23 All rules of Utah state agencies are reauthorized except:
24 (1) (a) Subsection (3) of R156-60-102, Mental Health Professional Practice Act Rule --
25 Definitions; and
26 (b) Subsection (2) of R156-60-502, Unprofessional Conduct; and
27 (2) (a) Subsection (3) of R156-61-102, Psychologist Licensing Act Rule -- Definitions;
28 and
29 (b) Subsection (23) of R156-61-502, Unprofessional Conduct.
30 Section 2. Effective date.
31 If approved by two-thirds of all the members elected to each house, this bill takes
32 effect:
33 (1) unless the governor vetoes the bill, the later of May 1, 2023, approval by the
34 governor, or, without the governor's approval, the day following the constitutional time limit of
35 Utah Constitution, Article VII, Section 8; or
36 (2) if the governor vetoes the bill and the Legislature overrides the veto, the later of
37 May 1, 2023 or the date of veto override.
