The responsibilities of the Administrative Rules Review Committee are outlined in Utah Code, Title 63G, Chapter 3, Part 5, Sections 501 and 502. Per statute, the committee is tasked with exercising continuous oversight of the rulemaking process. The committee examines rules submitted by agencies to determine whether the rules comply with legislative intent, the impact of the rules on the economy and government operations of the state and local entities, and the benefit of the rules on the citizens of the state, among other things. After reviewing a rule, the committee may make recommendations, including recommending legislative action. To carry out their duties, the committee may examine any other issues that the committee membership deems necessary.
