This bill changes four provisions that have fiscal impact. The first increases the amount of the partial tuition scholarship. The second increases the number of eligible non-residents. The third takes the cap off the number of scholarships that may be awarded. The fourth makes all schools eligible, not just schools located on the border. All of these factors will influence the fiscal impact. The final fiscal impact is left with the Regents who decide eligibility. However, taking the difference between the average scholarship under current law versus the average scholarship under the terms of the bill mulitplied by the current cap, the difference is approximately $290,000. These costs will be reflected at the institutions with lost tuition.
