This bill would add elk to the category of domestic livestock which can be raised in the State. Because of the increased need to monitor the health of domestic animals compared to that of wild animals, the State veterinarian would need to be involved in the same way he is with domestic cattle. While the cost of regulation would involve spending State monies, the bulk of the costs to insure adhereance would be carried by the individual elk owner. It is estimated that the State would expend $5,000 from the General Fund in FY 1998 to set up the program. The ongoing operation of the program are estimated at $25,000 and would be funded through fees collected from elk ranchers. The Department of Agriculture would hire 0.5 FTEs for secretarial and clerical work relating to this program.
