The provisions of this bill could have a significant fiscal impact on some county special service districts. Withdrawl of special service district territory may affect revenue bond obligations where user fees instead of property taxes generate the district's major source of revenue and potentially affect the unit's bond rating. Revenue may be diverted from Special Service Districts to other local government entities including municipalities. Increased costs for elections could accrue to the affected counties which would be passed to the respective municipalities.
