This bill requires a level of analysis and documentation for a taking of property which may cause additional costs to some public entities. The State would be required to cover those costs incurred by government entities for this purpose. These costs could be substantial, but cannot be quantified at this time. The additional protection for private property owners could reduce subsequent litigation resulting from unfriendly condemnations.
