This bill makes a high school education a condition of parole and probation. Those on parole or probation are required, as a condition of their status, to cover their own expenses for the required educational program. For those in prison, who are classified as impecunious, public funds would be required. In that education becomes a prerequisite for parole and many inmates are unable to afford the approximately $1,000 a high school/GED program costs, the state would have additional education expenses. If an additional 25 percent of the inmates not currently enrolled, but lacking the high school credentials need assistance, the program would cost $190,000 in Uniform School Fund. It can be assumed that there would be future savings in that educated ex-inmates would be better situated to remain employed and free. The nature and scope of those savings cannot be estimated at this time.
