Provisions of this bill could significantly increase costs to State and local government entities for relocation, remodeling, and acquisition of billboard structures. Actual marginal costs will depend on the number, size, location and final disposition of affected billboards. Some provisions of the bill may violate State and federal agreements which could result in a loss of Federal Highway Funds. The "severability clause" may preserve the Federal Highway Funds, but render some provisions inactive. There may also be increased legal fees to the State, and affected cities and counties.
