This bill changes the way non-residents are charged for using snowmobiles in the state. The bill requires that a fee of $15 be paid by the person registering their snowmobile. It is estimated that this fee will generate revenues of $75,000 in FY 1998 and FY 1999. Expenditures of $20,000 in both FY 1998 and FY 1999 will be needed to fund one FTE to maintain the clerical requirements of the bill. An additional expenditure of $1,000 is anticipated for the printing of decals. If other states begin to charge Utah a nonresident fee rather than the existing interstate agreement under which we currently operate, there could be additional impacts.
