Passage of this bill creates the potential for civil actions against the State that have previously been barred. These actions would result in increased Risk management costs as well as increased court, attorney, and settlement costs. However these costs cannot be quantified without a historical base from which to base an estimate. Fiscal impacts would be seen in future appropriations and would depend on the actual number of cases that may be filed.
