This legislation would require a Medicaid applicant to obtain an Aging Services Certificate before receiving care at a nursing facility and require an Aging Services pamphlet be given to a person when admitted. Since Federal regulations would not permit such requirements for Medicaid eligibility to be enforced, there would be no fiscal impact.
