This bill would not have a noticeable impact on DFCM or the institutions of higher education for project management. The management of those construction projects that would qualify for transfer from DFCM to an institution in higher education are those where a donor donates property to the institution, commits to build facilities on that land and funds an endowment or dedicated revenue stream sufficient to fund at least 25 percent of the projected O&M over a 50 year life. It is unknown at this time how many of these donations will be made to higher education, threfore, the potential impact cannot be calculated at this time.
