This legislation authorizes the Division of Child and Family Services to contract with private, non-profit organizations to recruit and train foster parents. Division staff currently perform these functions. As private foundations gain resources and become able to perform these services, the Division will contract with them using existing budgets. Therefore, there would be no fiscal impact upon implementation of this legislation.
