This bill appropriates $1,750,790,612 for the Minimum School Program of which $1,439,215,683 is from the Uniform School Fund, and an estimated $311,574,929 from Local property tax collections. The bill also appropriates $2,200,000 in one time funding of which $2,000,000 is appropriated in FY 1999 and $200,000 is in FY 2000. It also appropriates $29,358,000 in Uniform School Funds for the school Building Programs of which $1,000,000 is one time funding. The bill contains an increase in the value of the Weighted Pupil Unit from $1,854 to $1,901 or a 2.5 percent increase. The increases for the Minimum School Program for Fiscal Year 2000 over the current 1999 Fiscal Year estimated base appropriations are $30,333,501 in Uniform School Funds and $20,125,188 in Local Funds for a total increase of $50,458,689. The Uniform School Fund increase represents an increase of 2.2 percent over Fiscal Year 1999 and the Local Funding is a 6.9 percent increase for a total program increase of 3.0 percent. The appropriations provide increased funding for Staff Development, Youth In Custody, Transportation, Pre-School special education, Comprehensive Guidance, Educational Technology Initiative, Truancy intervention, Voted and Board Leeway programs, and new funding for Technology/Life Careers/Work Based Education. The basic tax rate for local district participation in the State Supported Minimum School program has been adjusted to .001847.
