Provisions of this bill will increase the number of vehicles that will qualify to register as "vintage vehicles." It is estimated that this legislation could initially cause a revenue increase to the State Transportation Fund of $9,100 from registration fees. However, this is a one-time fee, so the State Transportation Fund could potentially experience a reduction of revenue of approximately $8,400 by the third year with increasing losses to approximately $26,000 each succeeding year. Some local entities could also experience a decline in revenue, estimated to be $4,000 the first year, escallating to $10,700 by the third year. The amount of actual revenue increases or decreases to State and local governments will depend on the number of vehicles switched to "vintage vehicle" registration.
