AMENDED NOTE

It is estimated that about 3,500 individuals will either apply or inquire about nursing home services in a year. To provide the counseling and information required by this bill, the Analyst estimates that eight full time staff members will be needed, plus a State coordinator. Total cost will be about $482,600 which includes the one-time cost of the pamphlet. This amount includes $311,400 from the General Fund. Any administrative impact on the Department of Health from implementation of this bill can be handled within existing budgets. The impact on the Medical Assistance budget is more difficult to define. If individuals who were planning on entering a nursing home choose instead community-based services, the savings could be significant. However, if individuals not intending to enter nursing homes become more aware of alternative services, the demand for these services could increase significantly and costs would go up.
