It is estimated to cost $377,000 to create the Office of Public Guardian. $277,000 is already in the Division budget for similar services now being performed and will be transferred to this Office. The Office will collect fees equivalent to the cost of service provided. It is estimated that $100,000 in Dedicated Credits will be collected the first full year of operation. County attorneys, who will be filing the petitions, will have expenses of about $50,000 annually. However, these costs may also be collected by the Office to reimburse the counties for their service. The Court System will incur costs estimated at $7,000. These are usually not recovered from the clients. The bill sets a deadline of January 1, 2000 for this Office to be functioning. Therefore, for FY 2000, only half of the above costs need to be funded.
