AMENDED NOTE

This bill has both State and local government fiscal impact. It also affects private sector construction. Because this is not the regular planned review of the plumbing code, the State will incur one-time costs of $55,900 (from the Commerce Service Fund) to update the code, publish code amendments, and provide training. Local governments will spend approximately $30,200 to update their code books and train affected personnel. This bill impacts the construction costs of State, local government and private facilities. The affected portion of plumbing building construction could cost between 2 percent and 20 percent more than under current code. This would be approximately $200,000 for the State and higher education, if the 2 percent estimate is used. Private construction, public education and local government would also realize higher costs.
