This bill appropriates $39,500 from the General Fund in FY 2000 to cover expenses associated with the task force the bill creates.. The appropriation will be disbursed as follows: $6,000 to the Senate, $8,500 to the House of Representatives, and $25,000 to the Office of Legislative Research and General Counsel. The bill provides for a fee to be charged to cover the costs associated with issuing a permit to excavate and install utilities in highway rights of way. It is unknown at this time how many such permits will be issued. It is estimated that collections will be offset by expenditures to oversee the permits. The bill allows the State to negoiate with telecommunications entities to collect funds for use of the state rights of way. It is estimated that the first year income to the Transporation Fund could be as much as $1,600,000 with that amount increasing annually to possibly reach an annual income of $10,000,000.
