This bill transfers the Veterans' Affairs Office currently under the Department of Community and Economic Development to the Utah National Guard in FY 2001. The current budget approved by the Executive Appropriations Committee for FY 2001 for Veterans' Affairs is $171,000 and includes 2 FTE (a director and a secretary) that would be transferred to the National Guard with enactment of this bill. The bill also requires data collection and reporting on all government entities as their employment records and practices relate to veterans. It is estimated that requirement can be handled with the $39,600 nonlapsing balances that will also be transferred with the Veterans' Affairs Office from DCED to the National Guard. The bill also provides for the Veterans' Memorial Park Consolidation Committee and the Veterans' Nursing Home Consolidation Committee to report to the Government Operations Interim Committee by November 30, 2000 with recommedations related to transfering the Veterans' Memorial Park currently housed within the Parks and Recreation budget of Natural Resources and the Veterans' Nursing Home currently housed within the Department of Health budget to the Utah National Guard in FY 2002 and FY 2003 respectively. It is unknown at this time what additional fiscal impact these transfers will have on state budgets.
