Costs to the Department of Public Safety for driver license processing and coding on the license will be covered by the current conversion of the driver license to a digital form. The additional impound fees will add as much as $950,000 to the Transportation Restricted-Driver License Fund. These funds are statutorily directed to law enforcement equipment such as intoxilyzers. Assuming private providers will oversee the interlocks, the courts should only have a twice a year check on the systems records costing approximately $36,900. If the additional costs of private probations cause five percent of the multiple offenders to go to trial that otherwise would not, there would be an additional $5,600 in court costs. Similarly, the 12 month probation for all DUI offenders will cause an additional five percent of the cases to go to trial for another $6,400. Due to the unknown nature and scope of these trials, costs for appeals cannot be estimated at this time. If court oversight of private probation adds just 5 minutes per case per year, the additional cost to courts would be $61,500.
